The bait comes in really close during september and october and fisherman throw cast net to get bait use. The bait is used to catch Tarpon, Shark, Snook, Barracuda, and other sportfish. This period of bait migration is known as the mullet run, or happy bait, and its a stretch of a month or more where fisherman come from all over the world to target world class sport fishing from the beach. No boat needed. This pretty much stomps all other forms of fishing unless you are catching black marlin from the rocks in Kona.
